Which is... bananas in the year 2020. Literally unbelievable in the sense that I don't believe that it can't be done in unity. That link you got seems to be for developing in unity and accessing various menus related to that. People put together all kinds of program-specific packages for the stream deck. Not because it doesn't work, but because it does. I'm not trying to access development menus. I'm just trying to execute ctrl+f4 with a single button. But, it always just kicks back f4 first. And it works as intended literally everywhere else for the past 20+ years of macro use. So it feels like a mistake or oversight rather than something that "can't" be done.The issue does seem to be that the Unity engine isn't picking up the input.
